Rework Dockerfile.scratch (#2525)

### What problem does this PR solve?

Rework Dockerfile.scratch
- Multiple stage Dockerfile
- Removed conda
- Replaced pip with poetry
- Added missing dependencies and fixed package version conflicts
- Added deepdoc models
